This is the 7-hour boat day that puts a professional snorkel guide in the water with you. Check-in is at 7:15am, the boat leaves the marina at 8:00am and you are off Flamenco Beach at about 9:30am, weather permitting, which leaves roughly five hours there before the 2:00pm departure from Culebra. It costs from $168 per adult, is rated 4.8 from 384 reviews and runs with groups of up to 32.
Before anyone gets in, the crew runs an educational session and a safety briefing. The guide then swims with the group, points out the corals and the marine life and shows you where the variety is best on the day. The crew also includes a USCG-licensed captain and a Certified Interpretive Marine Biologist, so the commentary covers the reef, the seagrass and the history of Culebra.
Flamenco itself is a mile-long horseshoe with restrooms, changing rooms, showers, picnic tables, chair and umbrella rentals and food kiosks, and it is the only snorkel beach on Culebra with lifeguards. The water inside the horseshoe is shallow and clear, which is why it works for smaller children; the minimum age here is 6. At the east end, where the reef sits, get in and out through the gap between the two rows of concrete and rock rather than crossing the coral.
Lunch goes out at 11:00am, with snacks, soft drinks and alcoholic beverages during the day, and all fees and taxes are in the price. Paddle boards are on board if you want a break from the mask. Gratuities are not included.
Treat the reef carefully: any contact harms coral, and the lightest touch of a hand, foot or fin can damage it. All of Culebra's seagrass beds are designated critical habitat, so do not stand on them or drag fins through them, and NOAA viewing guidance asks snorkelers to stay at least 50 yards from sea turtles and never to touch, ride or pet them.
December to March is the local snorkel high season, so book further ahead in winter. Between 1 June and 30 November the Atlantic hurricane season can put boat trips off, with the climatological peak on 10 September. For a full refund, cancel at least 24 hours before the scheduled departure time.

The ferry-based day from Ceiba at $146 runs 10 hours and suits anyone without a car on the mainland who wants turtles and time on the island itself. The catamaran from Fajardo at $180 and the full-day beach and fun catamaran at $195 are the six-hour big-boat options; this 7-hour trip is the one to take if you want the interpretation, the guide in the water and the paddle boards.
